Strong housing market means sound loans are available

Despite national credit woes, area lenders say good loans are available for
houses in Huntsville
area.
"Nationally, credit is tighter due to the well-publicized trouble in
housing," says Bill Nigh, executive vice president and chief operating
officer of First Commercial Bank. "However, locally, our market is still
strong so we have not had as much tightening related to credit."
Nigh says construction and construction-permanent
loans
are available for those who want to build, and home equity lines of credit
can help owners renovate their houses.
Also, he says demand for housing has remained strong and consistent while
availability in certain areas has increased faster than demand in
anticipation of the military base realignment, or
BRAC.
"This has created a little more of a buyer's market in those areas than
we have experienced in the past," Nigh says, but loans are certainly
available for those who qualify. "Rates are low to help the economy and
housing market improve in general."
It's an especially good time to take advantage of good interest rates,
although he says the decision to build depends on the individual, and
location. There are many factors that go into that decision, including
inventory and current housing inventory.
While many areas of the country are having problems with a declining
housing market, Dorothy Lofton says the Huntsville area is a great place to
make a loan and buy a house.
"I don't think we should be concerned with the activity we are
experiencing this area," says Lofton, manager of New South Federal Savings
Bank in Huntsville.
"I think we are still in a buyer's market, but we all know that can turn
around quickly. I think building a home now would be smart and timely."
Affordable interest with interest rates hovering around a very affordable
6 percent and construction costs easing, Lofton says those are good
incentives to build or buy your dream house.
"Money is available in Huntsville," she says. "I don't believe there is a
credit crunch at all. We are using more FHA loans for customers with credit
glitches that result in lower credit scores."
Lofton says the meltdown in the industry is rooted in programs developed
for buyers who "wanted more house" or to help them qualify for the house.
That meant the programs were designed to fit needs such as no income, no
asset, or stated income, stated assets. Usually this loan was combined with
an interest-only ARM (adjustable rate mortgage) or a pay-option ARM.
"This worked great until housing prices began to fall," she says. "Before
housing prices came down, if a homeowner on one of these programs got into
trouble with making the payments, they could sell the house, make a good
profit and move on. However, when the meltdown happened, those who could not
make the payment (after the yearly adjustment to the interest rate), were
not able to sell the house, and that is when the foreclosures started."
New technology and diverse financial offerings make it easier for people
with good credit to apply and receive a mortgage. Software allows them to
enter a loan amount, house price and credit score into several programs that
can qualify you for a loan. A sizeable portfolio of loan products are
available.
Computers have considerably lessened the processing time, completing in
minutes what once took up to six weeks to handle. This technology also makes
it much easier and faster to provide several loan options, depending on an
applicant's credit score and history.
Lofton says those approved know right away and can meet with their
Realtor that same day.
The main factor in any loan is your credit score. A good one will likely
qualify you for a conforming loan and a lower interest rate with better
options. Lofton says these loans are underwritten in conjunction with the
Alabama Housing Finance Authority and also offer 100 percent financing and a
30-year fixed rate mortgage. People in a low- to medium-income bracket can
qualify for these loans, making it possible for them to buy a house. The
loan requires no down payment.
Nathan Lombard, assistant vice president of real estate at Redstone
Federal Credit Union (RFCU), says the credit union offers
construction-permanent loans for new construction and cash-out refinances,
second mortgages and home equity lines of credit for house improvements.
United First Financial offers The Money Merge Account system, a new
product that helps home owners to pay off their existing mortgage in as
little as half to a third less time, says Branch Manager Joe Staley. This
software keeps the homeowner on track, saving thousands of dollars in
interest.

Program set to help stop Huntsville Mortgage foreclosures
Lawyers in Huntsville will kick off a statewide program here today to assist homeowners in danger of losing their houses because of mortgage foreclosures, according to the Alabama State Bar Association.
The campaign will have a staggered rollout throughout the state, said Tom Methvin, president-elect of the bar association. The Huntsville/Madison County area is being targeted first because of the high number of reported foreclosures, he said.
"The Alabama State Bar is concerned about the high number of foreclosures in the state," he said. "It's very easy in Alabama for lenders to foreclose on a mortgage and take someone's house."
In August alone, 55 homes were in some stage of foreclosure in the Huntsville area, compared to 19 the previous year, according to RealtyTrac, a company that follows foreclosures nationwide and posts the results on the Internet. Alabama reported 827 foreclosures in August, up 30 percent compared to a year ago.
Additionally, about 30 percent of the population of Alabama is below the federal poverty line, Methvin said. They are "sitting ducks" for predatory lenders, he said.
"We don't want anyone to lose their house without a chance to have assistance from a lawyer," he said.
There are various ways distressed homeowners can receive free help from a lawyer through Legal Services Alabama, Methvin said. Help negotiating with lenders is available to those of all income levels. Assistance for those who need to go to court is available only to low-income homeowners, he said.
"At no cost, legal aid attorneys will interview homeowners by phone and may write a letter on their behalf to the lender, for example, or, depending upon the circumstance, they will try to negotiate a workout of the mortgage," he said.
"In some cases, the attorney may represent the homeowner in various stages of foreclosure litigation, including mediation, but this option is limited to low-income individuals."
Under a public-awareness and education campaign, homeowners facing foreclosure can call a toll-free hot line at 877-393-2333. They will be connected with a legal aid attorney who will advise them about the various stages of the process and furnish free legal assistance.
"Homeowners need to know there are options, but the key to a successful outcome is early intervention, and I can't stress that enough," Methvin said. "If you are having a problem making your monthly payments and believe foreclosure is imminent, you must act now."
The bar association has available a public-information pamphlet that provides answers to some of the most frequently asked questions about foreclosure. Copies may be downloaded from the bar association's Web site: www.alabar.org/, then click on "foreclosure resources," Methvin said.
"We are very concerned about people losing their homes," he said. "We are also concerned about other related effects of foreclosure such as reducing property values, creating blight with vacant and abandoned properties in neighborhoods, and diminishing the local tax base, which often supports important services, and straining court dockets."
The state bar and the state Broadcasters Association have produced a series of broadcast messages that will begin airing on radio and TV in Huntsville and surrounding areas, Methvin said.
Alabama allows for two kinds of foreclosure proceedings, judicial and nonjudicial, Methvin said. Nonjudicial foreclosures, the more common type, can occur in a time frame as short as 21 days.
"It is crucial for homeowners who have missed making even one monthly mortgage payment to call the hot line immediately," he said. "We are committed to assisting consumers who are facing the difficult prospect of losing their homes or filing for bankruptcy."
Legal Services Alabama is a nonprofit organization providing free civil legal and law-related services to low-income Alabamians in all 67 counties.
The 15,700-member Alabama State Bar is dedicated to promoting the professional responsibility, competence and satisfaction of its members, improving the administration of justice, and increasing public understanding and respect for the law, Methvin said.
