Some Birmingham mortgage professionals say they are experiencing a drop in mortgage applications, reflecting a national trend. Bill May, president of Accent Mortgage, said the number of applicants seeking mortgages from his firm is down significantly from a year ago and that others in the industry are experiencing similar drops. He said national media coverage of the housing market is scaring away potential homebuyers. In addition, May blames fallout from recently approved federal legislation that prohibits loan down-payment assistance from nonprofits. May said that provision, which goes into effect Oct. 1, is especially hurtful to young homebuyers who don't have as much cash to put down for a mortgage.

 

"The housing industry is really struggling right now," said May, past president of Alabama Mortgage Brokers Association. "Realtors are having problems selling houses. Many builders are sweating every day because properties aren't moving." The national Mortgage Bankers Association reported Wednesday that mortgage application volume nationally fell to its lowest level since December 2000 for the week ending Aug. 15. The trade group said mortgage applications are down 61 percent since February. Grayson Glaze, executive director of Alabama Center for Real Estate, said there is a reason for the decline - bad economic news in the housing sector. "The last two months of weekly mortgage application activity have revealed a mixed bag but with a common denominator - a significant decline in volume when compared to its prior year," he said.

 

Freddie Mac said in a release Thursday that signs of housing weakness continue despite historically affordable mortgage rates. The government-chartered agency that buys mortgages from banks said 30-year fixed rates averaged 6.47 percent this week, below the 6.52 percent average from last week and a year earlier. For example, housing starts in July fell to the slowest pace since March 1991 and homebuilder confidence in August was at a record low, said Frank Nothaft, chief economist for Freddie Mac. Scott McFadden, president of Birmingham-based MortgageBanc, said his overall mortgage applications have remained steady but his refinancing business is down about 15 percent from a year ago. McFadden said he's not surprised at the Mortgage Bankers Association report on a big drop in mortgage applications. Those numbers probably are skewed by sales declines in once overheated markets like Florida and California, he said. "It is normal at this time of year for mortgage applications to decline as school starts back," McFadden said. "Some of it is seasonal, some of it is concern about the economy.

 

The good news for Birmingham is that our market isn't being hurt as bad as other places." Rob Henger, president of Henger Rast Mortgage, said he expects mortgage applications to climb in coming months as more consumers become aware of the advantages of FHA loans, which provide government-backed insurance incentives to lenders. Henger said he has seen an increase in business from holders of adjustable rate mortgages who are refinancing to FHA loans.
